Abstract
The rehabilitation of criminals and delinquents and their return to society has long been a concern of modern societies. The main question of this article is what intellectual and philosophical foundations this idea is based on, how it relates to the health of the city, and what measures, support, and programs does it require from city officials? In the following, this article believes as the main hypothesis that on the one hand, from the perspective of civil rights, people with a criminal record - as part of society - deserve to have equal rights and social opportunities with other citizens. On the other hand, due to the close connection between the fate of this segment of society and the health of the entire city, they are entitled to receive more support and assistance from the urban management system than other segments of society.
